"Defining the Goal and Scope of the Software Project", covers the process governing those activities. The project manager should be competent in relating the customer background and overall product needs to the product definition as built by the development team.

This product definition is completed through the use of project deliverables. Each of the standard project individual work products will be recalled, as well as the relationships that bind them: software project management plan (SPMP), risk management plan, communication plan, software configuration management plan (SCM plan), software quality assurance plan (SQA plan), and test plan.

Upon accomplishment of these plans, the project manager, project team, and customer will have a common understanding of the product definition. The plans are constructed according to templates provided by the standards organizations.
